This is an _active_ telephone wiring box in the hallway outside of 313. Several years ago our phones went out when an art student cut out some wires for a project, thinking that this was a remnant. This is a building full of student artists, who tend to do things like cut out old wires, open up old ducts to see what's inside, etc. We _know_ that a building full of art students is going to be mistreated, "explored" more vigorously than other buildings. "Encapsulated asbestos" is only encapsulated until someone decides to poke around in that interesting looking defunct heating unit in the hallway...
